I. What  is an Initial Compliance Evaluation?

  • An "Initial Compliance Evaluation" (ICE) is a thorough examination of a contractor's corporate books and records as well as a review of information on file with various government agencies to ensure its accuracy for public bidding purposes and compliance with applicable laws and regulations relating to public bidding in the State of New Jersey.


II. What are the benefits to a contractor or subcontractor of engaging our firm to conduct an Initial Compliance Evaluation?

  • Being issued a Certificate of Compliance which is required prior to obtaining Prequalified/Preferred Contractors status with our firm


III. What is a Certificate of Compliance?

  • A Certificate of Compliance is issued to a public contractor after conducting a compliance audit through an affiliated entity in which we independently verify that a public contractor is in compliance with various laws and applicable regulations in all material respects relating to public bidding in the State of New Jersey.  A compliance audit is a comprehensive review of an organization's adherence to regulatory requirements and other legal requirements. Compliance audits provides reasonable assurances to a government agency and surety company that a public contractor is in compliance with applicable rules and regulations relating to public bidding in the State of New Jersey.  Our Certificate of Compliance is also required for purposes to obtain and maintain a Prequalified/Preferred Contractors status with our firm. Our list of Prequalified/Preferred Contractors is made available to government agencies and surety companies upon request.

  • A Certificate of Compliance is issued to a public contractor in anticipation of obtaining and maintaining Prequalified/Preferred Contractor status with our firm.
